Secretaries under the Office of Civil Affairs at the Blue House have switched positions.
According to the Blue House on April 25, Tae-hyung Lee, Secretary for Civil Affairs, and Chi-young Jeon, Secretary for Public Service Discipline, started working in their new positions from April 24 after exchanging their assignments. As a result, the Special Inspection Team, which was previously under the Office of the Secretary for Public Service Discipline, was also transferred to the Office of the Secretary for Civil Affairs. It is unusual for secretary-level aides within the same office to swap positions, and even more so since the Secretary for Civil Affairs is considered a more senior role than the Secretary for Public Service Discipline.
The Blue House acknowledged that the positions of the two secretaries had been changed but did not specify the reasons behind the move. The Secretary for Civil Affairs oversees the inspection of senior public officials as well as the overall management of investigative agencies such as the prosecution and police. Secretary Jeon is considered relatively young within the Office of Civil Affairs and passed the fifth bar exam. He previously served as the defense attorney in President Lee Jaemyung's appellate trial for violations of the Public Official Election Act.
The Secretary for Public Service Discipline is responsible for verifying the credentials of public officials and monitoring discipline within the public sector. Secretary Lee (24th class of the Judicial Research and Training Institute) is a former deputy chief prosecutor who served as the defense attorney in President Lee's Daejang-dong case and the Ssangbangwool illegal remittance to North Korea case.
