Seo-gu District in Gwangju Metropolitan City is implementing the "1,000 won Policy," which temporarily exempts the 1,000 won issuance fee for family relationship certificates to improve convenience for applicants of high oil price damage support funds.
The district has arranged for family relationship certificates, which are required for proxy applications and appeals for the support fund, to be issued free of charge so that residents can apply for the support without incurring any costs.
This measure is a continuation of Seo-gu's ongoing "1,000 won Policy," which focuses on everyday practical benefits for residents.
Seo-gu has previously alleviated residents' living costs through various initiatives such as the 1,000-won Korean noodles, 1,000-won taxi, 1,000-won laundry, 1,000-won picnic, and 1,000-won organizing services. With this new measure, the district has extended the policy to eliminate even the "1,000 won fee" that arises during support fund applications, further boosting residents’ perception of the policy’s benefits.
The high oil price damage support fund will be provided to residents in the bottom 70% income bracket. The first application period runs from April 27 to May 8 and targets basic livelihood security recipients, those in the near-poverty group, and single-parent families. The second application period will be held from May 18 to July 3 for vulnerable groups and residents in the bottom 70% income bracket who were unable to apply during the first period.
The amount of support provided is 600,000 won for basic livelihood security recipients, 500,000 won for those in the near-poverty group and single-parent families, and 150,000 won for other residents in the bottom 70% income bracket, based on non-metropolitan areas.
Notably, this support fund allows proxy applications by legal guardians, members of the same household, spouses, and direct ascendants or descendants. In such cases, submission of a family relationship certificate or a resident registration certificate is required. Additionally, supporting documents are necessary when filing appeals, such as for adjustments in child support relationships.
Family relationship certificates can be obtained free of charge for the purpose of applying for the high oil price damage support fund at the district office’s general civil service office, the 365 civil service office, and civil service counters at 18 neighborhood administrative welfare centers. This waiver is available until July 17, the end date for appeals.
Furthermore, since December of last year, Seo-gu has enabled residents to obtain resident registration certificates and abstracts free of charge from 34 unmanned civil document issuance machines within the district, allowing most of the key documents required for support fund applications to be prepared at no cost.
In addition, Seo-gu announced that, to prevent smishing scams exploiting the support fund, it will not send any text messages containing URLs in connection with the high oil price damage support fund.
