On April 23, Shim held a press conference at the City Hall Press Center, stating, “I will transform Changwon from a city focused on showy development to a city that protects the social rights of its citizens.” He added, “I will address the commuting traffic congestion, the outflow of young people, and the imbalances between Masan, Changwon, and Jinhae.”

He first said, “Transportation is the time, daily life, and quality of life for citizens,” emphasizing, “Changwon’s transportation issues are not something to be endured but must be resolved. I will solve the inconveniences of public transportation and road congestion to give citizens back their commuting time.”

He continued, “I will make Changwon a city where young people do not just endure but can truly live, a city they do not leave,” pledging, “I will implement urban policies that improve housing, jobs, transportation, culture, daily life, and the environment together.”

He also stressed the need for balanced development among Masan, Changwon, and Jinhae, saying, “I will create a city where the regions live together, not one where only a single area advances.” He promised, “By respecting the unique histories and characteristics of the three regions and evenly enhancing living infrastructure, the local economy, transportation, and residential conditions, I will create a structure where citizens feel less isolated and less inconvenienced.”

Shim stated, “Life becomes more comfortable when transportation is good, the city thrives when young people stay, and Changwon can become united only through balanced development.” He added, “I will create a Changwon where daily life improves, where living conditions change, and where people choose to remain.”

During the subsequent Q&A session with reporters, he addressed the recently announced poll results, saying, “I was surprised and discouraged by the 0.4% support rate, but I reflected on myself and accepted the outcome.” He continued, “Since starting my campaign in earnest on April 14, I believe things will begin to change.”

He further stated, “As someone born and raised in Masan, I am running with the determination to transform Changwon,” and added, “I will aim for double-digit support rates by election day.”

Regarding the potential for an alliance with the Democratic Party, he said, “Whether it is a unified candidacy or a policy alliance, collaboration with the democratic and progressive bloc is always open,” and added, “The decision on unification depends on the other party.”
