On April 23, through an official statement, Kang announced, “To address concerns regarding fairness in personnel appointments, I will transition to a transparent and predictable personnel system,” adding, “I will reorganize the administration so that hardworking civil servants are properly recognized and rewarded.”


The core focus is establishing a fair personnel system. Kang stressed that he would completely block any form of lobbying for appointments and set up an independent review structure centered on the Personnel Committee, thereby ensuring a promotion system free from external pressure.


He also plans to institutionalize performance-based appointments and provide additional points and preferential treatment for employees working in demanding or less favored departments, ensuring real and meaningful rewards.

The approach to work execution will be overhauled to prioritize practicality. Reporting procedures will be simplified, and communication by working-level staff will be strengthened. At the same time, Kang aims to regularize “direct communication meetings” between the mayor and frontline staff, making administration more field-oriented.


Protection and rewards for proactive administration will also be pursued. Kang envisions an indemnity system whereby the mayor takes responsibility for issues that arise during principled work execution, while expanding rewards, vacation, and training opportunities for high-performing civil servants to invigorate the organization.


Kang also presented the “Three Major Promises for Fair Mokpo,” centered on: ▲completely blocking personnel lobbying ▲protecting civil servants from malicious civil complaints ▲improving the working environment and welfare.


He stated, “The mayor should serve as a shield for public officials and create a results-oriented organization,” emphasizing, “Restoring trust in the public sector will directly translate into increased happiness for citizens.”


Meanwhile, local political circles are analyzing that this pledge will serve as a key variable in determining whether trust can be restored within the organization and administrative execution capacity can be strengthened.
