The Korea Local Information Development Institute received an appreciation plaque from Hwaseong City on April 23 for successfully and securely completing the administrative information system data transition project, which was conducted in response to the establishment of a new general district in Hwaseong Special City, Gyeonggi Province.


The appreciation plaque presentation ceremony, held at Hwaseong City Hall on the same day, was attended by Kim Seokjin, Deputy Director of the Institute, Yoon Sungjin, Acting Mayor of Hwaseong, and officials from both organizations.


Since signing a business agreement with Hwaseong City in October last year, the Institute has been carrying out the administrative information system data transition project related to the establishment of the new district office. Focusing on national standard systems such as resident registration, local personnel, address information, and Saeol Administration, the Institute handled the entire process for approximately 3.2 billion data records-from analyzing the data subject to transition, conducting trial transitions, executing the actual transition, to stabilization-thereby minimizing any gaps in administrative services.


In particular, the Institute is credited with leading a stable and efficient data transition based on experience accumulated through various administrative system reforms, such as the launch of Jeonbuk Special Self-Governing Province, Bucheon City's transition to a general district, and Gunwi County's incorporation into Daegu.


On this day, the Institute published a white paper summarizing the entire data transition process for Hwaseong Special City and delivered it to the city. This white paper systematically details every stage, from preparations and trial transitions to the actual transition and post-stabilization, and is expected to serve as a reference for local governments planning similar administrative system reforms in the future.


Acting Mayor Yoon expressed his gratitude, saying, "Thanks to the stable data transition achieved in a short period, we were able to minimize the administrative vacancy caused by the establishment of the new district office. The expertise and experience of the Institute played a significant role."


Deputy Director Kim stated, "This project is a model case of transitioning an administrative system without causing inconvenience to citizens. Going forward, we will proactively support administrative reforms and digital innovation for local governments nationwide, leveraging our accumulated technological capabilities and experience."
