On the morning of the 23rd, Democratic Party candidates Chu Mi-ae for Gyeonggi Province Governor, Woo Sang-ho for Gangwon Special Self-Governing Province Governor, and Park Chan-dae for Incheon Metropolitan City Mayor held a press conference at the National Assembly Communication Office and announced a joint agreement to create a peace zone for the peace and prosperity of border regions.

Candidate Chu stated, "Gyeonggi Province is the center of the Korean Peninsula and a core area of the border region. Going forward, together with Gangwon, Incheon, and Gyeonggi, we will join forces to turn this area into a 'land of peace for new change and coexistence.'"

Candidate Woo emphasized, "It is time for the nation to respond to the border areas that have long sacrificed for security," highlighting the need to ease regulations and restructure the economic framework.

Candidate Park said, "Incheon still holds dear the late President Roh Moo-hyun's October 4 Declaration to turn the Yellow Sea into a 'Sea of Peace.' With my proposed 'Peace Initiative,' I will create a virtuous cycle where peace becomes the driving force of the economy." He added, "We will faithfully carry on the noble spirit of the October 4 Declaration and firmly safeguard the Yellow Sea as a genuine sea of peace and prosperity."

On this day, the candidates pledged in the agreement to: designate the border area as a 'Peace Zone'; reestablish it as a central hub for the Korean Peninsula's peace economy; and strengthen solidarity through a Council of Metropolitan Heads of the Peace Zone.

The three candidates stated, "We will newly designate the border areas, which have made special sacrifices for national security, as the 'Peace Zone for Coexistence and Prosperity (Peace Zone),' and will jointly seek institutional improvements to enhance residents' rights and reinvigorate the local economy."

Additionally, they declared, "We will reestablish the peace zones of Gangwon, Gyeonggi, and Incheon, which are adjacent to the DMZ, as central hubs for the peace economy of the Korean Peninsula, and will strengthen policy cooperation to promote DMZ eco-peace tourism where nature, security, and tourism can coexist."

Finally, they promised, "We will activate the Peace Zone Metropolitan Heads Council and work closely together to foster a safe and peaceful environment so that residents of the Peace Zone can focus on their livelihoods with peace of mind."
