원본보기 아이콘The fast-track integrated planning for the last remaining redevelopment area in the Jangwi Redevelopment Promotion District in Seongbuk-gu, Seoul, has been finalized.
On April 22, Seoul City announced that it has confirmed the fast-track planning for the areas of 219-90 Jangwi-dong (Zone 13-1) and 224-12 Jangwi-dong (Zone 13-2), completing the establishment of the overall redevelopment promotion plan for the Jangwi Redevelopment Promotion District.
This fast-track plan incorporates the improved standards for establishing redevelopment promotion plans. As a result, the standard floor area ratio (FAR) has been relaxed by 30%, and the application of the legal maximum FAR has been eased to 1.2 times. Consequently, the FAR will increase from 230% to 300%, significantly enhancing the project's feasibility. The number of housing units supplied is expected to rise from 4,128 units to approximately 5,900 units.
The city aims to leverage the area's locational advantages, such as Bukseoul Dream Forest, Odong Neighborhood Park, and the soon-to-open Dongbuk Line, to develop it as a central complex within the Jangwi living zone that enjoys both forest-side and station-side benefits. Three key principles have been established: completing the green space, pedestrian, and transportation systems in alignment with the entire Jangwi Redevelopment Promotion District; forming an urban landscape that is open to the forest and harmonizes with the surroundings; and creating living spaces that serve as local hubs.
First, a large-scale green axis will connect Bukseoul Dream Forest and Odong Neighborhood Park, with a park constructed at the boundary of Zones 13-1 and 13-2 to establish a continuous network of community parks across the Jangwi District.
Pedestrian pathways along the green axis and public walkways linking Zones 13-1 and 13-2 will be interconnected to build a circular pedestrian system connecting Bukseoul Dream Forest, the new station area, Janggok Elementary School, and the Jangwi District.
The ring road, previously severed due to the dissolution of Zone 13, will also be reconnected. A new north-south road with four to six lanes will be constructed at the district boundaries, establishing a circular traffic system.
In addition, an integrated plan has been established so that Zones 13-1 and 13-2 can function as a single living zone even if each project proceeds independently. To ensure the area serves as the hub of the Jangwi Redevelopment Promotion District, community amenities will also be introduced. Commercial facilities will be located near the station area, and community facilities for residents will be placed at the boundary between the two zones.
Although Zone 13 was designated as a redevelopment promotion district in 2006 with plans for redevelopment, the designation was lifted in 2014. Subsequently, in 2015, it was designated as the Jangwi Urban Regeneration Activation Area, but improvements were limited mainly to the expansion of public facilities and some environmental enhancements.
With this fast-track plan finalized, Seongbuk-gu will proceed with procedures such as public review and collecting residents' opinions, aiming to officially designate the Jangwi 13-1 and 13-2 redevelopment promotion zones within this year. As of April 22, fast-track planning has been completed for 172 out of a total of 282 sites in Seoul.
Ahn Daehee, Director of the Urban Space Headquarters at Seoul City, stated, "With the organic connection of transportation, pedestrian, and green space axes in the Jangwi Redevelopment Promotion District, the spatial structure of the entire district will be completed. Through this fast-track plan, we will not only improve business feasibility and ensure stable project implementation, but also continue to advance plans and systems that citizens can truly experience."
