Highlighting his achievements over the past four years, Mayor Kim cited a 90-fold increase in the area eligible for redevelopment, expansion of commercial zones and the easing of height restrictions through the readjustment of district unit plans, and the promotion of 49 housing renewal projects including redevelopment, reconstruction, and Moa Town projects. He emphasized the resumption of the long-stalled Dong Seoul Terminal redevelopment and noted that the sports complex in Gwangjang-dong is being transformed into a community space for residents.

During his 8th term as an elected official, he personally handled over 9,600 civil complaints, which led to Gwangjin achieving the top rank in residential environment satisfaction and the highest on-site complaint resolution rate in Seoul. He also noted that Gwangjin received a first-grade rating for overall integrity from the Anti-Corruption and Civil Rights Commission for three consecutive years.

Mayor Kim asserted, "If we stop now, Gwangjin will revert to the past. But if we continue, it will become the central city of northeastern Seoul," and presented five pledges for the next four years.

His pledges include: ▲ speedy completion of redevelopment projects ▲ support for the reconstruction and transportation innovation of Dong Seoul Terminal ▲ creation of a child-friendly city ▲ strengthening welfare for seniors through expanded integrated care ▲ and establishing a self-sufficient city by attracting businesses and creating jobs.

Mayor Kim characterized the upcoming election as a contest between a worker who proves himself through work and a professional in city administration versus a career politician. He stressed, "Administration must be proven by results, not fancy words. What matters is not politics trapped in ideology, but practical action that addresses the concrete lives of each resident." He added, "I am the person who has changed citizens' lives, the one who will complete Gwangjin's future, and I, Kim Joungho-clean and competent-will see it through to the end. Please join me once again for a brighter tomorrow in Gwangjin."
