Yoo, who served as Secretary General of the Board of Audit and Inspection during the Yoon Seok-yeol administration, was reportedly involved in audits related to incidents such as the West Sea official shooting during the Moon Jae-in administration. Although he was summoned as a witness for the hearing that day, he submitted a written reason for his absence and did not attend. Committee Chairperson Seo Young-kyo stated, "Since Yoon Seok-yeol took office as president in 2022, there have been investigations ordered by higher authorities in various places," adding, "Yoo Byung-ho is the key figure at the Board of Audit and Inspection."

In addition to Yoo, the committee, again led by the Democratic Party, issued compulsory attendance orders to Kim Suk-dong, Director General of the Board of Audit and Inspection, and Cho Woo-hyung, known as the 'Daejang-dong loan broker.' For Kim Tae-hyo, former First Deputy Director of the National Security Office, who submitted a written absence due to a lecture schedule, the committee issued a verbal order to attend.
