Goheung-gun in South Jeolla Province (Governor Gong Youngmin) announced that it will provide "High Oil Price Relief Payments" in line with the government’s plan to ease the financial burden on local residents caused by the recent surge in international oil prices and to invigorate the local economy.
This relief payment targets the bottom 70% income bracket among residents of Goheung-gun as of March 30, 2026. As Goheung-gun is designated as a non-metropolitan area experiencing population decline, recipients will receive the following amounts: 600,000 won for basic livelihood security beneficiaries, 500,000 won for the near-poor, and 250,000 won for other general residents in the bottom 70% income group.
In principle, foreigners are excluded. However, exceptions will be made for those with a Korean national family member, permanent residents, marriage immigrants, or recognized refugees who are enrolled in the national health insurance (as a subscriber or dependent) or recipients of medical aid.
The application process will proceed in two stages. The first stage, for vulnerable groups, will run from April 27 to May 8. The second stage, for households in the bottom 70% income bracket and those who did not apply in the first stage, will be open from May 18 to July 3.
Applications can be submitted either offline by visiting the relevant eup/myeon office or financial institution at the applicant’s registered address, or online through card company websites and apps, card company call centers, and the local gift certificate app.
Recipients can choose to receive the relief payment as a local gift certificate or as credit/debit card points, which can be used at small businesses with annual sales of 3 billion won or less. The funds must be used by August 31; any unused balance after this date will be automatically forfeited.
An official from the county’s Economic and Industrial Affairs Division stated, "We will operate a dedicated task force (TF) led by the Deputy Governor to ensure that the relief payments are distributed promptly and without issue," adding, "We hope that the High Oil Price Relief Payment will help ease the lives of residents struggling with high prices and act as a catalyst to revitalize the local economy."
