Daejeon to Prioritize High Oil Price Relief Funds for Vulnerable Groups Starting April 27

Benefits for the Remaining 70% of Citizens Start from May 18

Daejeon City will begin providing high oil price relief funds to vulnerable groups starting April 27, with distribution to other eligible recipients to follow from May 18.


For the first application period, from April 27 to May 8, 600,000 won will be granted to recipients of basic livelihood security, and 500,000 won to those in the near-poor category and single-parent families. All other eligible recipients will receive 150,000 won during the second application period.


The second application period runs from May 18 to July 3, during which vulnerable groups who missed the first round and 70% of the general population may apply. The eligibility threshold for National Health Insurance premiums, which is used to determine the second-round recipients, will be finalized in May after review by the Ministry of the Interior and Safety. The top 30% income bracket will be excluded.


For both the first and second rounds, applications will be accepted according to a designated weekday system based on the last digit of the applicant's birth year during the first week.


Recipients may choose between a regional gift certificate (card type), credit or debit card, or prepaid card as the payment method. Paper gift certificates are not available.


Online applications can be made via the regional gift certificate app, the card issuers’ websites, apps, call centers, or ARS. Offline applications are available at nearby bank branches and local administrative welfare centers, and applicants must bring identification.


Elderly or disabled single-person households who have difficulty moving or cannot apply through a proxy may request a "visiting application service" from their local administrative welfare center.


The relief funds for both rounds must be used by 24:00 on August 31, after which any remaining balance will expire. The funds can only be spent within Daejeon City. The regional gift certificate (card type) can be used at affiliated merchants, while credit, debit, and prepaid cards are accepted at small business locations in Daejeon with annual sales of 3 billion won or less (excluding certain sectors such as entertainment and gambling).


Objections regarding the payment of the relief funds can be filed until July 17. Further details will be available starting April 24 through the dedicated high oil price relief fund call center, the Daejeon City call center, and local administrative welfare centers.


To minimize inconvenience for residents, the city will operate a dedicated task force in cooperation with the five autonomous districts and strengthen on-site support at local administrative welfare centers.


A Daejeon City official stated, "As the burden of high oil prices affects all aspects of citizens' daily lives, we hope this relief fund will help stabilize household finances. We will continue to implement policies to support the recovery of the local economy."
