Kim San, the prospective candidate of the Democratic Party of Korea for Muan County governor, emphasized the recovery of the local economy by pledging to expand the issuance of local currency. On April 19, Kim stated, "I will expand the annual issuance of the 'Muan Love Gift Certificate' to 100 billion won."

Currently, the issuance volume stands at about 60 billion won, but Kim plans to significantly increase this from next year to boost sales for small business owners and revitalize local consumption. He stressed, "Policies that provide real support for small business owners and households struggling with high prices and economic stagnation are needed," and added, "By expanding the gift certificate program, we will establish a virtuous cycle of local consumption."


In addition, he proposed measures to improve operational efficiency, such as upgrading the mobile and card-type gift certificate systems and expanding benefits for affiliated merchants. Regarding funding, he stated, "We will secure the necessary resources stably through expenditure restructuring and efficient budget allocation."


Meanwhile, local youth merchant organizations have also declared their support. On the same day, the Muan Young Merchants Association issued a statement saying, "We support candidate Kim San for the sustainable development of Muan and the recovery of the local economy." They explained their backing by stating, "At this critical juncture, administrative continuity is more important than political unification based on interests," and emphasized, "We need leadership that can fulfill promises to county residents to the end."


The local political community analyzed, "The pledge to expand gift certificates and the declaration of support from young merchants appear to be a strategy aimed at taking the lead on livelihood economy issues," and added, "Securing funding and the feasibility of these plans are likely to become major issues going forward."
