The Gyeonggi Provincial Government recently submitted proposals to the central government regarding institutional improvements to the “Youth Monthly Rent Support Program.”
The Youth Monthly Rent Support Program is a system that provides up to 200,000 won per month for two years to housing-independent young people between the ages of 19 and 34 who do not own a home and live apart from their parents.
Under the current program, the eligibility criteria for single-person independent youth households are set at 60% or less of the median income (as of 2026, approximately 1.53 million won; for the original household including parents, the threshold is 100% or less of the median income), which means the support is limited to a relatively small group. Furthermore, the monthly rent support of 200,000 won is considered too low given the high rental prices in the Seoul metropolitan area.
Accordingly, the Gyeonggi Provincial Government proposed three improvements: relaxing income eligibility criteria, expanding the definition of “youth,” and increasing the monthly rent subsidy to reflect current realities.
First, the province suggested that the income threshold be significantly raised so that more young people can receive meaningful housing assistance.
It also proposed expanding both the age definition and the scale of support to better match the realities of the metropolitan region. Specifically, the government requested that the current upper age limit of 34 be broadened, allowing each local government to set the definition of “youth” through local ordinances in accordance with the “Framework Act on Youth.” If this proposal is accepted, young people in Gyeonggi Province would be eligible for support up to age 39.
Additionally, in light of the much higher rental prices in the Seoul metropolitan area compared to other regions, the province requested that the maximum monthly rent support be doubled from the current 200,000 won to 400,000 won for Gyeonggi Province.
Kim Tae-su, Director of Housing Policy at the Gyeonggi Provincial Government, stated, “Cooperation from the central government is essential to help more young people ease the burden of housing costs,” and added, “We will continue to work to ensure that this policy becomes truly effective in stabilizing housing for youth.”
