Gyeonggi Province and the Ministry of National Defense held the 'Ministry of National Defense-Gyeonggi Province Win-Win Development Council for the First Half of 2026' at the Northern Office of Gyeonggi Province on April 16, where they discussed key tasks aimed at resolving local issues in areas hosting military bases and strengthening civilian-military cooperation for mutual benefit.

The Ministry of National Defense-Gyeonggi Province Win-Win Development Council was launched in June 2023 as a council at the director-general level, with the aim of resolving local inconveniences caused by military facilities and supporting the stable execution of military duties. The council is co-chaired by the Director-General of Military Facilities at the Ministry of National Defense and the Director-General for Balanced Development Planning at Gyeonggi Province, and it holds regular meetings in the first and second half of each year.
At the 2025 council, agenda items from Gyeonggi Province included maintaining a large-scale wildfire response system and discussions related to the Seoul Airport flight safety zone. With the support of the Ministry of National Defense, major agenda items were successfully implemented. Furthermore, the Ministry's proposal regarding the maintenance of local government military obstacles was also smoothly carried out.
Through this collaborative council, Gyeonggi Province has maintained a close cooperative system with the Ministry of National Defense, and, through consultations with the province's cities and counties, is pursuing mutually beneficial cooperation to resolve local issues related to the military presence.
At the meeting, various tasks were discussed to improve the development conditions of areas affected by military facilities and to enhance residents' quality of life, including cooperation on relaxing land use regulations for regional development and requests to improve compensation measures for military noise.
To enhance the effectiveness of resolving current issues, the Ministry of National Defense and Gyeonggi Province plan to conduct future joint site visits, thereby strengthening field-oriented problem-solving.
Jo Jangseok, Director-General for Balanced Development Planning at Gyeonggi Province, stated, "It is important to resolve local inconveniences caused by the presence of military bases and to establish a foundation for mutual growth between the military and Gyeonggi Province," adding, "We will continue to create tangible changes for residents through close cooperation with the Ministry of National Defense."
