Gangwon Special Self-Governing Province is moving beyond city and county-level vacant house maintenance, launching the 'Gangwon Special Self-Governing Province Vacant House Management Governance' system to strengthen integrated management and expertise at the metropolitan level.
On April 15, Sunha Kim, Head of the Architecture Division, held the '1st Vacant House Management Governance Meeting' at Liberty Hall of the Gangwon Research Institute. Over 70 participants attended, including private vacant house experts, heads of vacant house maintenance departments from the province and 18 cities and counties, and team leaders. During the meeting, the vacant house management advisory group was officially appointed. This meeting marks the first step toward a policy control tower that allows for proactive response to the issue of vacant houses and responsible management at the provincial level.
During the meeting, the province and cities and counties confirmed a mid- to long-term roadmap to invest a total of 35.8 billion won by 2030 to gradually renovate 3,050 houses out of 7,091 vacant houses in the province, accounting for 43%. They also specified annual renovation targets for each city and county to suit local circumstances. In particular, based on a vacant house maintenance grading system (Grades 1 to 3), the province decided to focus its administrative efforts on identifying utilization models tailored to local characteristics, moving away from a uniform demolition approach.
The province listened to key challenges such as legal and institutional limitations on the ground together with the heads and team leaders of the 18 cities and counties, and discussed practical support measures. The advisory group appointed through this governance system will participate in the entire process of discovering vacant house utilization models and formulating policies, supporting the expertise of Gangwon-style vacant house innovation administration.
In addition, at the end of May, in collaboration with the Kyungdong University RISE project group, the province will host the tentatively titled 'Gangwon Vacant House Space Change-Up Hackathon.' Approximately 200 participants, including local residents, university students, and public officials, are expected. The event aims to discover innovative ideas to transform areas with high concentrations of vacant houses into local assets, and to derive utilization measures from various perspectives, including spatial regeneration, service design, and startup models, with the goal of linking these ideas to real policies or projects.
Sunha Kim, Head of the Architecture Division, stated, "The start of this governance meeting marks a crucial turning point in transforming the vacant house management system into specialized administration centered on the metropolitan area. We will organically collaborate with the private expert advisory group and cities and counties to establish a new local growth model that moves from vacant house maintenance to regeneration."
