Jeong Myeonggeun, the Democratic Party candidate for Hwaseong Mayor, pledged on April 17 to attract the Seoul Racecourse Park (currently the Gwacheon Racecourse) to Section 4 of the Hwawong District.

The relocation of the Gwacheon Racecourse is in line with the government’s housing supply policy announced on January 29, and currently, eight local governments in Gyeonggi Province-Siheung, Goyang, Ansan, Pocheon, Dongducheon, Paju, and Yangju-are competing to host the facility.


If the racecourse is brought to Hwaseong, it is expected to generate tax revenue of around KRW 50 billion, create more than 3,000 jobs, and attract about 4.2 million visitors annually. This is anticipated to boost tourism, spur economic growth in the western region, and serve as a catalyst for balanced development between the east and west.


In addition, Jeong unveiled plans to designate the western region as a global tourism special zone by linking the project with the development of the Hwaseong International Theme Park, a marine theme park tourism complex, and the transformation of Jebudo into a tourist attraction.


Section 4 of the Hwawong District already has 990,000 square meters of Korea Racing Authority’s racehorse training complex, approximately 1.19 million square meters of Gyeonggi Province-owned land, and in total, a 2 million square meter site secured for an equine industry cluster. Livestock research and development infrastructure is also being established around Eco Farmland. The Korea Racing Authority’s racehorse training facilities are being built in phases, making this site a top candidate.


Jeong Myeonggeun stated, “Attracting the Seoul Racecourse Park to the Hwawong District is not merely a facility relocation, but an optimal location to complete a national comprehensive equine industry cluster in connection with Hwaseong City’s west coast master plan. A comprehensive cluster will be created that will elevate the competitiveness of Korea’s equine industry to the next level.”
