An Minseok, candidate for Gyeonggi Province Superintendent of Education, has announced his pledge to establish an 'AI Learning Platform' to realize students' learning sovereignty based on artificial intelligence (AI), presenting the transition to a people-centered education system as a core task.

In his policy announcement on April 17, An stated, "AI is not simply the introduction of a new technology, but an issue that determines the direction of education," adding, "I will build an educational environment in Gyeonggi Province where family background does not become ability and residential area does not determine destiny."


The core of this pledge is the five key values named ‘EduCoreHEART.’ The concept aims to restore the essence of education through: Humanity, which prioritizes human dignity; Education, which pursues future-oriented learning; AI, which stands for artificial intelligence-based learning innovation; Region, signifying community cooperation and governance; and Trust, which builds a community based on reliability.


An emphasized, "AI is not a technology that replaces teachers, but a tool to uphold the essence of education," stating, "I will make it clear that our direction is a people-centered, not technology-centered, education."


The AI Learning Platform aims to realize four pillars of educational sovereignty: 'Learning Sovereignty,' minimizing underachievement through personalized student learning; 'Teaching Sovereignty,' reducing administrative burdens so teachers can focus on instruction and counseling; 'Dignity Sovereignty,' preventing school violence and infringements on teacher rights; and 'Solidarity Sovereignty,' establishing an expanded educational environment linked to the local community.


The platform will be implemented through three major strategies: personalized student learning (Learning Growth), management based on lifelong learning (Learning Diary), and support for educational operations (Learning Support). Notably, there are plans to build a 'lifetime portfolio' that integrates learning records from early childhood through elementary, middle, and high school, enabling students to independently design their career paths.


In addition, the previously decentralized platforms will be integrated into a cloud-based system, and a '24-hour AI call center' will be introduced to reduce the technical burden on schools. An explained, "By managing the existing budget in an integrated way, this is a fully executable plan that does not require additional financial resources."


He added, "Through the AI Learning Platform, students will grow into proactive future talents, and parents will regain trust in public education. I will create an education system that returns learning sovereignty to students and the joy of teaching to teachers without fail."


He continued, "I will make Gyeonggi education a global EdTech standard that draws attention not only in Korea but around the world."
