Dongjak District to Support National Pension Contributions for Low-Income Youth

First in the Nation: Support for Basic Livelihood Youth Aged 18 to 27
First Three Months' Contributions of 38,000 Won per Month Covered

Dongjak District in Seoul (Mayor Park Ilha) will provide support for the voluntary National Pension Service (NPS) subscription premiums for low-income and vulnerable young people to ensure income security in their later years. This is the first such initiative among local governments nationwide.

On April 16, Dongjak District announced that it had signed a business agreement with the Dongjak Branch of the National Pension Service and the Dongjak Welfare Foundation. Under this agreement, the district will support the first three months of voluntary National Pension premiums for young people aged 18 to under 27 years old who belong to households receiving basic livelihood security benefits in the district. The monthly premium is 38,000 won. The program operates on a reimbursement basis, in which eligible participants pay the premium first and are later reimbursed.


If a participant is unable to pay the premium after three months due to lack of income, they can later make up for the unpaid premiums when they have income, and the subscription period will be recognized retroactively from the initial enrollment. The National Pension Service increases the amount received as the subscription period lengthens; for example, an additional five years of subscription can increase the monthly pension by 150,000 to 200,000 won, while an extra ten years can raise it by over 300,000 won per month.


Applications are accepted on a rolling basis from April 1 until the budget is exhausted. After checking the announcement on the Dongjak District Office website, applicants should visit their local community service center with their resident registration card and application form. Mayor Park Ilha of Dongjak District said, "The core of this project is to provide a meaningful starting opportunity for young people who have postponed National Pension enrollment for financial reasons," adding, "We will continue to implement policies that help low-income young people become self-reliant and move beyond public assistance."
