The city of Daejeon has significantly eased the review criteria for road construction projects, raising the threshold from the previous 10 billion won to 30 billion won, in an effort to expedite small-scale social infrastructure projects.
This is the first time in ten years that the city has lowered the barrier for landscape reviews. The city revised and promulgated the relevant landscape ordinance to simplify administrative procedures for small-scale social infrastructure projects-such as road and streetlight construction-commissioned by the city, and to focus review resources on large-scale core projects.
The core of the ordinance revision is to dramatically increase the budget threshold for social infrastructure projects subject to Landscape Committee review. This adjustment reflects the sharp rise in construction costs and land compensation expenses since the comprehensive revision of the landscape ordinance in 2015.
Bridge construction projects, which have a significant impact on the urban landscape, will still be subject to review if the project budget exceeds 10 billion won, as before. For lighting projects, the threshold has been raised from 1 billion won to 2 billion won to reduce administrative waste from simple, repetitive replacement work.
Daejeon city expects that this institutional improvement will shorten the preparation and convening period for reviews-which typically took two to three months-allowing construction for small-scale social infrastructure projects to begin sooner.
The city also anticipates that this will reduce inconvenience for citizens caused by delays in infrastructure installation, cut unnecessary outsourcing costs, and improve the efficiency of budget execution.
Choi Jongsoo, Director of the Urban Housing Bureau of Daejeon City, stated, "This ordinance revision is the result of rational administration that removes unnecessary regulations and enhances citizen convenience. We will do our utmost to swiftly expand infrastructure that citizens can tangibly benefit from, while also increasing the effectiveness of landscape reviews."
