Eunpyeong District Sets Job Creation Plan... Aims to Create 14,364 Jobs This Year

Five Core Strategies and 141 Projects
Customized Initiatives for Both Seniors and Youth

Eunpyeong District in Seoul (District Mayor Kim Mikyung) is launching a tailored job creation initiative to address the challenges of a super-aged society. On April 17, Eunpyeong District announced that it has established and publicly disclosed its “2026 Annual Detailed Job Creation Plan.” The goal for this year is to create 14,364 new jobs and achieve an employment rate of 69.7% among those aged 15 to 64.

The district will implement five core strategies and 141 projects, reflecting regional characteristics such as a super-aged population, a low proportion of youth, and an industry structure centered on small business owners. The plan is comprehensive, covering all age groups, including youth, women, middle-aged, seniors, and people with disabilities.


The main strategies include expanding Eunpyeong-style social service jobs, developing customized jobs based on life stage demand, connecting job seekers to sector-specific employment through skills development, strengthening the competitiveness of small business owners, and nurturing future jobs by developing the district as a cultural and tourism city.


In addition to offering career-based jobs for the middle-aged and elderly, the district will also support youth employment and entrepreneurship, and provide job training and caregiving infrastructure to encourage the economic participation of women with career experience.


Last year, Eunpyeong District created 16,125 jobs, exceeding its target by 115%. Building on this outcome, the district plans to focus on improving the quality and sustainability of employment this year.


Kim Mikyung, Mayor of Eunpyeong District, stated, “We are focusing on enhancing the quality and sustainability of employment through job policies that reflect the characteristics of our district and the needs of our residents,” adding, “We will strive to create a job environment that residents can truly feel.”
