DPK Announces "Chak! But Pledge Project" Nos. 8 and 9: Apartment Management Fee Reduction, Four-Year Residency Guarantee in Happy Housing

The Democratic Party of Korea has announced policies such as measures to reduce apartment management fees and a law to protect the housing ladder for young people and newlywed couples as the 8th and 9th pledges of the 'Sticky! Pledge Project' ahead of the 9th nationwide simultaneous local elections scheduled for June 3, 2026.


The Democratic Party’s People’s Livelihood and Economic Great Leap Forward Task Force announced at the National Assembly on April 16 that it will pursue a “Comprehensive Package for Reducing Management Fees in Multi-Family Housing” as its 8th pledge.

This initiative was prepared in response to growing public demand to reduce costs and improve management systems, amid rising management fees for apartments and other types of multi-family housing.


The Democratic Party stated it would establish a support system for “small-scale multi-family housing” with 30 to 150 households, which currently fall into a blind spot in multi-family housing management. The core of this plan is to enact or revise ordinances supporting the management of small-scale multi-family housing, thereby strengthening maintenance and management support at the local government level.


The party will also work to expand the establishment of local Multi-Family Housing Management Support Centers nationwide. Currently, these centers exist only in Gwangju, Ulsan, and Sejong, but the plan is to roll them out across the country to support efficient management of multi-family housing in each region.


Additionally, the party intends to improve the functionality of the K-APT platform, which is used for management fee comparisons, reinforce public outreach efforts, and enhance incentives for exemplary managed multi-family housing complexes.


Assemblyman An Taejun, who is in charge of these pledges, stated, “By strengthening transparency in the execution of management fees, we will be able to establish a rational management fee calculation system and foster an advanced culture of multi-family housing management.”


The 9th pledge, including “Guaranteeing at least four years of residence in Happy Housing,” was designed to address the current system, which requires immediate eviction of residents from public housing if they exceed asset criteria by even a small margin.


The policy will be improved to allow at least one contract renewal, guaranteeing four years of residence even if the asset requirements are not fully met.


Assemblywoman Lee Soyoung, who is responsible for this policy, said, “The Democratic Party will fix the immediate eviction structure in Happy Housing so that young people and newlywed couples can plan their lives based on a minimum level of residential stability.”
