On April 16, it was announced that "Naoris Korea," a joint venture in Korea promoted by Xecure and Naoris, has finalized the composition of its global core leadership through a shareholders' meeting and is officially launching its strategy to target the domestic quantum security market.
According to the company, David Carvalho, founder and CEO of Naoris, and David Holtzman, CSO, have been appointed as registered directors, while key member Youssef El Madarsi will participate as an advisor. They will directly lead all aspects from technology design and product advancement to business strategy and global network integration.
Quantum security is no longer a future technology but an ongoing challenge of the present. With NIST finalizing the post-quantum cryptography (PQC) standard in 2024 and recommending an industry-wide transition, Naoris is presenting a security model that protects both Web2 and Web3 through the Sub-Zero Layer, dCSM (Decentralized CyberSecurity Mesh), and dPoSec structures. In particular, its core competitiveness lies in converting all connected devices into verification nodes to eliminate single points of failure and structuring security to be verified and isolated in real time.
The company stated, "This leadership appointment is not just an organizational arrangement, but a direct transplantation of world-class technology and business capabilities into the Korean market," adding, "We have established an executive-level leadership system that leads the entire process from technology design to commercialization."
Carvalho has over 20 years of experience as an ethical hacker and security leader, including serving as a cybersecurity advisor for NATO country infrastructures and executing global security projects. He will oversee the localization of quantum-resistant security architecture, technology transfer, and overall technical strategy for the Korean JV. This is seen as a clear indication that Naoris Korea is not merely a sales organization but a technology-driven entity.
Holtzman, known as an early designer of the Internet DNS and a renowned security expert, previously served as Chief Scientist at IBM and as a White House advisor. His participation is expected to set global design standards that encompass not only technical aspects but also systems, standards, and trust frameworks. This is projected to be a key factor in enhancing both the JV’s technology governance and market credibility.
Joining as an advisor, El Madarsi is co-founder and Chief Business Officer (CBO) of Naoris, having led global partnerships and business development. At the Korean JV, he will focus on accelerating commercialization by expanding strategic alliances, connecting with institutional and enterprise clients, and securing global business channels.
The collaboration between Xecure and Naoris is expected to create synergy in both technology and market development. While Naoris has integrated security into network architecture through decentralized quantum security technology, Xecure is securing commercialization channels based on its connections with domestic telecommunications, financial, and security infrastructure. The new leadership composition is significant in that it establishes the foundation to simultaneously pursue product development, customer acquisition, and global expansion.
Meanwhile, this board appointment was confirmed at the shareholders’ meeting held on April 16, and the registration procedures will be completed as soon as the administrative processes regarding the overseas directors are finalized.
