Yangju City in Gyeonggi Province has launched an initiative to directly incorporate the voices of its citizens in the formulation of the “2040 Yangju City Basic Plan,” which will serve as the city’s blueprint for the next 20 years.

원본보기 아이콘On April 14, the city announced that it held the appointment ceremony and the first meeting of the “2040 Yangju City Basic Plan Citizens’ Planning Group” at the City Hall basement conference room. This operation of the Citizens’ Planning Group is intended to move away from government-led urban planning and to collect citizens’ perspectives on the city’s development direction and future vision from the very beginning of the planning process.
The appointment ceremony was attended by the mayor and related officials, where appointment letters were presented to the 50 newly formed members of the Citizens’ Planning Group. The group then engaged in discussions aimed at establishing a future vision that resonates with the public.
Previously, from February 12 to March 3, Yangju City recruited members for the Citizens’ Planning Group through a public notice, ultimately selecting 50 participants - 19 through open recruitment and 31 recommended by local towns and districts.
The Citizens’ Planning Group is divided into four subcommittees: 1) Urban and Transportation, 2) Economy, Industry, and Tourism, 3) Landscape, Environment, Disaster Prevention, and Safety, and 4) Culture, Education, and Welfare. Each subcommittee will reflect both expertise and citizen feedback within its respective field.
Going forward, the Citizens’ Planning Group will hold a total of four meetings to generate a wide range of ideas regarding Yangju City’s future and development path for the next 20 years. The suggestions collected will be incorporated into the “2040 Yangju City Basic Plan.”

원본보기 아이콘The “2040 Yangju City Basic Plan” is the highest-level statutory plan that will define Yangju City’s spatial structure and development direction for the next two decades. After gathering the diverse opinions of the Citizens’ Planning Group and preparing a draft, the city will proceed through administrative procedures such as public hearings, city council consultations, and urban planning committee deliberations, before submitting the plan for approval to the governor of Gyeonggi Province.
Jung Seungnam, Director of the Urban and Housing Bureau, stated, “Yangju City will establish a tailored future strategy together with the Citizens’ Planning Group in line with the city’s changing conditions, ensuring that citizens’ voices are reflected as we lay the foundation for a sustainable city.”
