The supplementary budget reflects changes to national and provincial subsidy programs, advances major initiatives such as railways, and prioritizes the allocation of resources to alleviate the financial burden on residents, revitalize the local economy, expand educational infrastructure, and enhance citizen welfare.

Projects aimed at alleviating the cost burden on residents and revitalizing the local economy have also been substantially reflected in the budget. These include: ▲3.8 billion won for oil tax-linked subsidies for the transportation sector (freight); ▲10.2 billion won to support the issuance of local currency; ▲500 million won for improving the environment for small businesses; and ▲2 billion won for transportation subsidies for children and adolescents.
In the education sector, the budget includes ▲5.8 billion won for the construction of a multi-purpose sports facility at the former Giheung Middle School site and ▲8.1 billion won for the construction of a school complex facility at Baegam Elementary School. The aim is to expand educational infrastructure and improve conditions for student and citizen sports activities.
In the welfare and health sectors, the budget includes ▲3.3 billion won for universal support for menstrual products for women and youth; ▲2.4 billion won for veterans’ honorary allowances; ▲2.4 billion won for shingles vaccinations; and ▲2.7 billion won for the operation of day care facilities for people with disabilities.
In addition, the budget reflects urban infrastructure expansion projects such as: ▲2.9 billion won for the construction of public parking lots including the Yeokbuk District (Yeokbuk Cultural Park); ▲3.5 billion won to support the introduction of eco-friendly, large-capacity double-decker electric buses; ▲25.5 billion won for the development of Yeokbuk 2 Neighborhood Park; and ▲2.4 billion won for the construction of a connecting road between Gongse and Jigok (Route Jung 1-108).
Mayor Lee Sangil stated, “Despite difficult financial conditions, this supplementary budget is focused on stabilizing people’s livelihoods, reviving the local economy, and actively advancing current issues that are closely tied to citizens’ daily lives.” He added, “We will continue to manage the city’s finances efficiently to ensure that citizens can experience tangible changes.”
Mayor Lee also extended his gratitude to the city officials who worked hard to prepare the supplementary budget and to the city council for their review, saying, “The city will continue to invest in a balanced manner across diverse sectors including welfare, transportation, the local economy, and urban infrastructure to enhance the quality of life for our citizens and to strengthen the city’s competitiveness.”
