Haenam County in South Jeolla Province has finalized its "2026 Key Tasks for Proactive Administration" this year to drive tangible administrative changes that residents can feel, and will now move forward with their full-scale implementation.


According to Haenam County on April 15, the county held a Proactive Administration Committee meeting on April 13, during which the committee deliberated and approved the selection of key tasks and execution plans for revitalizing proactive administration this year. The meeting was attended by 11 internal and external committee members, who thoroughly reviewed the overall key tasks and execution plans and discussed specific directions for implementation.

The committee carefully selected three core tasks from the various projects identified across a range of areas, including resolving key administrative issues, alleviating inconveniences for residents, and improving regulations. The selection was based on a comprehensive evaluation of feasibility and expected impact.


The key tasks for proactive administration in 2026, confirmed this year, include: ▲ Promoting the establishment of a smart agricultural complex in Haenam County ▲ Realizing integrated care so that residents can live healthier and happier lives in their own communities ▲ Construction and supply of "my own home" for young people who want to live in Haenam.


Last year, Haenam County was ranked second nationwide among county-level governments in the comprehensive proactive administration evaluation organized by the Ministry of the Interior and Safety, earning the title of "Excellent Institution" for the fourth consecutive year. Building on this track record, the county plans to further solidify the culture of proactive administration throughout the public sector this year.


To this end, Haenam County will systematically promote an execution plan that includes 16 detailed tasks across five major areas: ▲ Fostering a culture of proactive administration ▲ Strengthening preferential treatment for public officials ▲ Expanding protection and support for public officials ▲ Preventing and eradicating passive administration ▲ Enhancing participation and communication.


In particular, practical support measures for frontline public officials to help them make prompt and responsible decisions will be significantly strengthened. By revitalizing the pre-consultation system and the proactive administration committee's advisory role, Haenam County will support field-oriented administration. In addition, the county will actively implement the liability exemption system for proactive administration to reduce the psychological and work-related burdens on public officials working for the public good.


Furthermore, Haenam County plans to promote a culture of voluntary innovation within the organization by selecting outstanding public officials and providing bold, performance-based personnel incentives. At the same time, the county will continue strict and ongoing monitoring to address passive administration.


A Haenam County official stated, "Based on the achievements accumulated so far in proactive administration, we will continue to create changes that residents can feel in their daily lives," adding, "We will do our utmost to create an environment where public officials can work with confidence and creativity, so that proactive administration becomes an unwavering and natural culture in Haenam County's public sector."
