Shin Hyun-song, nominee for Governor of the Bank of Korea, commented on having graduated from high school in the United Kingdom and transferring to Korea University before entering Oxford University, stating that "it seems the process was handled in accordance with the UK's academic system."
At the confirmation hearing held at the National Assembly on April 15, Shin responded to a related question from Assemblyman Park Sunghoon of the People Power Party by saying, "I graduated from high school in the UK in 1978 and returned to Korea to serve in the military. At that time, I was still too young for the draft notice to be issued, so I applied for a transfer to maintain academic continuity."
Regarding his transfer to the first year at Korea University, he answered, "In the UK, high school is a four-year program and university is a three-year program."
Shin graduated from high school in the UK in July 1978 and was admitted to Oxford University. However, he deferred his admission, returned to Korea, and transferred to Korea University in September of the same year. This led to controversy over dual academic registration.
Assemblyman Park stated that this did not align with public expectations and demanded submission of supporting documents, such as university policies and regulations at the time, to verify whether both universities had special provisions allowing dual registration.
