Dongjak District of Seoul (District Mayor Park Ilha) announced on April 15 that it received the highest rating (SA) in the "2026 National Basic Local Government Heads' Pledge Implementation and Information Disclosure Assessment," organized by the Korea Manifesto Center. This marks the fourth consecutive year since the launch of the 8th popularly elected administration.
The Korea Manifesto Center evaluates 226 basic local governments nationwide across five areas: pledge fulfillment, goal achievement, resident communication, web communication, and consistency. Grades range from SA to F. Dongjak District completed 96 out of 107 pledges, achieving a fulfillment rate of 89.7%. This figure exceeds the national average (70.42%) by more than 19 percentage points.
Key achievements include the opening of Heukseok High School in March this year, a longstanding wish of the community. Dongjak also established a smart transportation system by introducing the country's first autonomous village bus service. In the field of welfare for the elderly, the district operated a total of 14 filial piety package programs centered around the Filial Piety Call Center. The "Dongjak-style redevelopment project" model, including revitalization of the Namsan Station area, and the "Youth 10,000-Won Housing" initiative to support stable housing for young people, have both been recognized as policies that are making a real impact in the community.
The district continues to release the status of pledge implementation and the results of the residents' jury deliberations on its website, and regularly updates detailed action plans and annual progress for each pledge.
Park Ilha, Mayor of Dongjak District, stated, "Achieving the highest rating for four consecutive years is an accomplishment made together with residents who are experiencing the changes in Dongjak. Since pledges are meaningful promises with our residents, we will steadfastly complete Dongjak District's positive transformation."
