Byungwook Kim, a preliminary candidate for Mayor of Seongnam, announced his campaign pledge to more than double the number of public Wi-Fi hotspots throughout Seongnam City in a video released on his official YouTube channel, 'Byungwook Kim TV,' on April 14, 2026. The initiative is titled 'Data-Free City Seongnam.'

In the video, candidate Kim stated, "We will address the inconvenience experienced by citizens who have faced Wi-Fi interruptions on the Tancheon walking trails or at Yuldong Park," and added, "Since data is a basic right for modern people, I will actively pursue the 'Byungwook Kim-style digital practical administration' to reduce communication costs and eliminate information gaps."


Specifically, approximately 2 billion won from national and municipal budgets will be invested to significantly expand the number of public Wi-Fi hotspots from the current 2,663 to over 5,000. After analyzing demand, high-performance Wi-Fi will be prioritized for installation in key areas such as Moran Market and other major traditional markets, neighborhood business districts, the walking paths along Tancheon and Unjungcheon, as well as Yuldong Park and Central Park. This plan aims to allow citizens to enjoy uninterrupted high-speed data in outdoor leisure spaces.


Candidate Kim emphasized, "Ensuring that everyone can access high-speed data regardless of their economic circumstances is a powerful welfare policy to prevent information alienation," and added, "By expanding public Wi-Fi, we will enhance the value of Seongnam as a cutting-edge city and deliver practical administration that citizens can truly experience."
