On April 9, Gangwon Special Self-Governing Province held the "Coal Industry Transition Area Development Fund Performance Evaluation and Mid- to Long-Term Plan Operation and Management Briefing" for seven cities and counties in the coal industry transition area.

This briefing was organized to establish a performance-based management system for the fund projects and to ensure consistency between the mid- to long-term investment and management plans and the fund usage plans. The event was attended by the Provincial Coal Mining Area Development Support Center, officials from cities and counties in the coal industry transition area, and private sector expert evaluation advisory groups.


The province plans to strengthen the evaluation of the overall fund projects starting in 2026 by applying revised performance evaluation indicators and methods.


Moving away from the previous focus on evaluating only some projects, the scope of evaluation will be expanded to include all fund usage plan projects. The province will also strengthen specific quantitative assessments centered on achievement of performance goals and budget execution rates.


Based on the evaluation results, incentives will be provided to outstanding cities and counties, while underperforming projects will be reduced or discontinued. With these measures, a feedback system based on performance management will be fully implemented.


In addition, during the briefing, opinions from cities, counties, and experts were collected regarding improvements to the evaluation system, advanced fund management methods, and enhancements to the support systems for coal industry transition areas. There were also discussions on the operation and management of the "2026-2030 Mid- to Long-Term Investment and Management Plan for the Coal Industry Transition Area Development Fund."


The main topics included: ▲ criteria and procedures for organizing and changing mid- to long-term projects ▲ guidelines for establishing annual fund usage plans ▲ and the performance management system, including preliminary reviews, interim inspections, and post-evaluations.


Yousik Park, Director of Future Industries at Gangwon Special Self-Governing Province, stated, "The Coal Industry Transition Area Development Fund is a key resource for the region's future industrial transformation. Through a performance-oriented evaluation system and effective mid- to long-term plan management, we will actively support the transition of coal industry transition areas to sustainable economic and industrial structures."
