Ending Dispersed Administration... Namhae County Accelerates 'One-Stop Integrated Government Building' Project

Department Integration and Establishment of a Smart Administrative Environment
Significant Improvement in Civil Service Processing Efficiency

235 Parking Spaces Secured, Roads Expanded to Three Lanes
Major Enhancement in Everyday Convenience

The Namhae County government building construction project in South Gyeongsang Province is progressing smoothly according to the planned schedule. As of now, the construction progress rate is 15.64%. Excavation work has been completed, and foundation work for the two basement levels (B2 and B1) is underway in six sections. In some sections, even the first-floor slab construction has been completed, indicating that the overall construction is proceeding efficiently.

Namhae County conducts joint inspections every Tuesday with the construction company, the supervision team, and the relevant departments to strengthen construction quality and safety management. In addition, the county frequently checks schedule management and budget execution to ensure there are no delays in the construction timeline.

In particular, Namhae County prioritizes resident safety and convenience during the construction process. Temporary parking areas have been secured around the government building, and for processes such as concrete pouring using pump trucks-which may cause noise or traffic issues-advance notices are provided to minimize inconvenience for residents.

The budget contracted so far with the construction company is 18.7 billion won, of which a total of 5.5 billion won has been executed, including 2.5 billion won for materials, 2 billion won for labor, and 1 billion won for expenses.

To date, a total of 4,432 workers have been employed in the project. The use of local equipment includes 4,264 trips by five dump trucks, 350 trips by ten excavators, and 130 trips by one water truck.

The county actively encourages both main and subcontractors to utilize local equipment and labor for each phase of construction, striving to boost the local economy and create jobs.

The target completion date for the new government building is set for December 2027. After sequentially completing the structural work, the county plans to proceed with exterior and interior finishing, as well as mechanical, electrical, and telecommunications work. This will be followed by commissioning and test operations, with preparations for each department to move in and begin full-scale operations.

The county is committed to maintaining strict schedule control, quality management, and safety management to ensure the project is completed as originally planned.

Upon completion of the new government building, departments that were previously scattered across multiple buildings and floors will be efficiently reorganized, enabling residents to handle most administrative services in a single location. With the establishment of a smart administrative environment based on cutting-edge IT infrastructure, service processing times are expected to be reduced, and resident satisfaction with administrative services is anticipated to improve significantly.

The resident-friendly government building, featuring ample space for civil services, resident lounges and consultation areas, and sufficient parking, is expected to greatly enhance accessibility and convenience. Once departments such as Welfare Policy, Resident Happiness, Culture & Sports, Environment, Water & Sewage, Forest & Parks, and the CCTV Control Center-currently spread across various locations-are consolidated, residents will be able to receive integrated administrative services without the inconvenience of traveling between multiple offices.

Additionally, the new building will maximize the use of renewable energy by incorporating energy-saving systems such as geothermal systems and photovoltaic BIPV panels, aiming to realize an eco-friendly, low-carbon government facility.

A total of 235 parking spaces are planned (146 underground and 89 aboveground), and the surrounding roads will be expanded to three lanes, greatly improving accessibility.

In 2028, after the new building is completed and all department relocations are finalized, demolition of existing structures and cultural heritage surveys will be carried out, and the redevelopment of the old fortress site and current government building site will also be completed.

A Namhae County official stated, "The construction of the new Namhae County government building is a crucial turning point for establishing both resident-centered administration and a future-oriented urban foundation. We will prioritize safety and quality throughout the entire construction process and do our utmost to achieve the target completion in 2027, providing residents with more convenient and pleasant administrative services."

Meanwhile, the current Namhae County government building, now over 65 years old, is one of the oldest government buildings in the country. Residents have long experienced inconvenience due to a lack of space and aging facilities. After a detailed safety inspection, the building received a D grade, indicating the need for reconstruction, further highlighting the necessity for a new building.

Namhae County enacted a fund ordinance for the construction of a new government building in 2001 and, in September 2019, finalized and announced the "expansion and reconstruction plan for the current government building site" together with the Namhae County Council.
