Goyang City Establishes Gender Equality Policy Implementation Plan
Strengthening Citizen-Focused Policies on Caregiving, Employment, and Safety

Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on March 16, 2026, that it will establish the 2026 Gender Equality Policy Implementation Plan in accordance with the "3rd Basic Plan for Gender Equality Policy (2023-2027)" and pursue 23 detailed tasks across five departments.

This implementation plan is guided by the vision of "A Warm Journey Together, A Gender-Equal Society Where Everyone Is Happy," and aims to create an environment for working and caregiving together, promote safety and health rights, and expand the foundation for gender equality.


To achieve these goals, the city will pursue policies in five areas: creating a fair and gender-equal work environment; establishing a caregiving safety net for all; providing support for victims of violence and ensuring gender-sensitive health rights; spreading a gender-equal culture of mutual prosperity between men and women; and strengthening the foundation for implementing gender equality policies.


In particular, the city plans to expand citizen-focused policies, emphasizing the prevention of career interruptions and support for maintaining women’s employment. These policies include promoting family-friendly workplace culture, expanding caregiving services near residential areas, strengthening childcare services, and spreading a culture of gender-equal families.


Last year, the city provided career development counseling and support to 2,827 employed women, and conducted on-site corporate consultations for 28 companies to strengthen support for the return of highly educated and skilled women with interrupted careers to the labor market, as well as employment support for middle-aged women.


In addition, the city increased the number of Community Childcare Centers from seven to ten to meet the demand for caregiving services near residential areas, operated three Shared Parenting Centers, and expanded childcare services, thereby working to reduce the burden of parenting and foster a child-rearing-friendly local culture.


Alongside these efforts, the city expanded on-site violence prevention education to enhance citizens' gender sensitivity and prevent violence, and improved the method of providing gender sensitivity education for staff at institutions related to children and adolescents. The city also strengthened the foundation for advancing gender equality policies by operating gender-sensitive budgeting and settlement systems, as well as the gender impact assessment system, in a more substantive manner.


A Goyang City official stated, "We will ensure the thorough implementation of policy tasks to create real changes that citizens can feel in their daily lives," adding, "By strengthening community-based caregiving, we will strive to enable everyone, regardless of gender, to participate in social and economic activities and to ensure that all citizens can enjoy an equal and safe life."
