On March 11, the Gyeonggi Provincial Office of Education Public Officials Labor Union delivered the policy proposal at the campaign office of preliminary candidate Ann Minseok, explaining the necessity for educational administration system reform and strengthening support for school sites.

This policy proposal includes measures such as establishing a fair and rational local public official personnel system, building a school site-centered organizational culture, enhancing the expertise of educational administration to support future education, and improving support for school facility work and administrative efficiency. In particular, it calls for establishing an effective job rotation system between the main office and schools, improving systems to strengthen school administrative expertise, focusing organizational operations on the field, and reinforcing the support system for school facility work.

The proposal also includes the plan to establish a "Red Team" dedicated to identifying and streamlining unnecessary work for educational administration officials. The proposal highlights the need for a dedicated organization to review formalistic and customary work that has accumulated during organizational restructuring and business expansion, and to meaningfully reduce administrative workload.

A representative from the Gyeonggi Provincial Office of Education Public Officials Labor Union stated, "Since there is a certain distance between the Office of Education and school sites, we delivered this policy proposal to help bridge the gap and foster a sense of close solidarity between the field and the Office of Education."

They added, "An administrative system that allows educational administration officials to demonstrate expertise at school sites and fosters organic collaboration between the Office of Education and schools is needed. We hope to see the strengthening of field-centered educational administration, where the education field and administrative organizations work together as one."

Preliminary candidate Ann Minseok commented, "I agree on the need to enhance the expertise and efficiency of educational administration. I will work to reduce unnecessary administrative work and create an educational administration in Gyeonggi Province that is closely connected to the school site."
