Mayor Joo Kwangdeok: "AI Is Modern Insight... Human Skills Must Be Added to Advanced Technology"

Namyangju City, Gyeonggi Province, announced on the 9th that it conducted the "AI Leadership Training for Super Leaders" for over 130 senior public officials at the grade 5 level.

This training was organized to strengthen the ability of senior public officials to respond to future technologies and enhance leadership that will drive citizen-centered administration, in line with the transition period where artificial intelligence technology is becoming a new infrastructure for administrative operations.

In particular, this training focused on reinforcing the practical capabilities of senior officials with the goal of upgrading administrative services that citizens can truly feel. The curriculum included strengthening "data-driven decision-making" through a review of CES 2026 and hands-on training with generative AI, as well as fostering an "inclusive organizational culture" through contextual leadership in an environment where work restructuring is accelerating.

Joo Kwangdeok, Mayor of Namyangju City, who attended the training that day, emphasized, "AI is no longer a choice, but a public infrastructure that leaders must manage responsibly," and urged, "Please develop a ‘modern insight’ that can identify even the invisible inconveniences of citizens through data."

He added, "No matter how much technology advances, people remain at the center of change. Namyangju’s citizen-centered administration will only be complete when the human skills of senior officials, who embrace the lives of citizens, are combined with cutting-edge technology."

He also requested, "Based on the Silhak (practical learning) spirit of Dasan Jeong Yak-yong, please elevate the quality of administration and help new changes take root stably in the organization, moving beyond familiar practices."

One senior official who participated in the training shared, "I was previously unclear on how to apply AI technology in administration, but through hands-on exercises and case studies, I was able to concretely understand the direction of change. I will strive to provide administrative services that citizens can truly experience, through data-driven decisions and empathetic leadership."

Meanwhile, the city is proactively responding to changes in the AI era by strengthening administrative expertise and nurturing practical, communication-oriented public officials. In addition, Namyangju plans to further advance both citizen-centered administration and the foundation for the AI industrial ecosystem to enhance the city’s future competitiveness.
