Since June 17 of last year, a departure advisory (Level 3 travel advisory) had been in effect for all regions of Iran.
With this measure, all regions of Iran have been designated as travel banned. Anyone visiting or staying in Iran without special passport authorization may be subject to penalties under the relevant Passport Act regulations. The Ministry of Foreign Affairs has urged, "We ask our citizens who are planning to travel to the area to cancel their trips, and we urge those currently staying in the region to evacuate."
