With the June 3 local elections approaching, controversy over fairness is growing in Nonsan, South Chungcheong Province, as allegations emerge that Supreme Council member Hwang Myungseon of the Democratic Party of Korea interfered in the party nomination process.


The local political scene has been shaken by suspicions of a "false report" in the process of lifting disciplinary measures against Nonsan city council members and by claims that a specific candidate was promised the first ballot number.


However, as of now, no facts have been confirmed that would definitively establish that these actions were carried out by Supreme Council member Hwang.


According to reporting compiled by The Asia Business Daily on the 18th, the Democratic Party held a Party Affairs Committee and Supreme Council meeting on January 16 and lifted disciplinary measures against three Nonsan city council members and one Seoul Seodaemun District council member who had received a two-year suspension of party membership. The minutes stated "discovery of new facts" as the reason for lifting the sanctions.


According to party officials, the leadership was informed that Supreme Council member Hwang had not attended the internal vote and meeting to select the party's candidate for council chair related to the formation of the second-half leadership of the Nonsan City Council in June 2024, and the point that "Supreme Council member Hwang did not attend that meeting" served as a basis for the decision to lift the disciplinary measures.


As a result, those city council members regained their eligibility to run in the local elections.


However, some Nonsan city council members and members of the Standing Committee are presenting a different account.


One city council member claimed, "That meeting was held at Supreme Council member Hwang's local office, and Supreme Council member Hwang personally led the meeting, explained unprecedented party constitution and party rule provisions and the no-reelection guideline, obtained signatures pledging to abide by the primary results, and even had the city council chair candidates present their platforms."


One Standing Committee member said, "A city council member moderated the meeting, but it was led by Assemblyman Hwang," adding, "I heard that the reason for lifting the disciplinary measures was reported as 'non-attendance by Supreme Council member Hwang.' If information that does not match the facts was conveyed to the leadership, that would be a grave matter."


The member went on to stress, "If a thorough audit by the central party reveals false reporting, those involved must be disciplined."


At the same time, allegations have also been raised that Supreme Council member Hwang referred to a specific constituency as a "youth special district" and made remarks to a prospective young candidate to the effect of, "I will give you the first ballot number, so run in the election."


If those remarks are true, they could be seen as promising a ranking in the nomination list even before the screening process, which could escalate into a controversy over violating the principles of the primary.


Further questions about fairness in candidate eligibility screening and in deciding the primary method have been raised as it became known that an individual close to Supreme Council member Hwang is among the members of the South Chungcheong Provincial Party Nomination Management Committee.


The Nomination Management Committee is a key body that decides candidate eligibility and primary methods.


In response, Lee Jeongmoon, head of the South Chungcheong Provincial Party, stated, "Designation of Nonsan as a youth special district has not been finalized. We will decide after considering the situation regarding youth candidacies," and added, "Nominations are reviewed independently by the Nomination Management Committee." He further explained, "To ensure fair primaries, incumbent lawmakers have been excluded from the Nomination Management Committee."


Attempts were made to contact Supreme Council member Hwang for comment on these matters, but no response was received.
