Opening the meeting, Mayor Lee first delivered a message of support, saying, "I hope that Im Jong-eon, an athlete affiliated with Goyang City Hall who is competing in the Milan-Cortina 2026 Winter Olympics, will achieve good results." He then added, "Public officials should also carry out their work with a sense of responsibility that they represent Goyang City in their respective positions."


After receiving reports on Lunar New Year measures by sector, Mayor Lee called for strengthened advance publicity on matters closely related to daily life so that citizens' inconveniences during the holiday period can be minimized, including information on the operation of hospitals and clinics and the emergency medical system, schedules for household waste collection, public transportation operations, and the operation of public parking lots.


In addition, he ordered inspections of the emergency response system to prepare for winter disasters such as wildfires and heavy snowfall, while maintaining an on-duty system during the holiday period. Mayor Lee said, "Even during the holidays, please thoroughly maintain an emergency preparedness posture to respond to various safety accidents so that there is no gap in disaster response."


He also stressed the need to strengthen quarantine management to prevent the spread of livestock infectious diseases such as avian influenza (AI), foot-and-mouth disease, and African swine fever (ASF), which have recently been occurring nationwide.


Mayor Lee said, "Around the Lunar New Year holiday, the movement of people returning to their hometowns and the increase in shipments of livestock products can heighten quarantine risks," and asked, "Please strengthen preemptive management and guidance on quarantine rules for livestock farms in the jurisdiction and thoroughly review the emergency response manuals."


He further emphasized the importance of political neutrality for public officials and compliance with the Public Official Election Act ahead of the 9th nationwide local elections.


Mayor Lee said, "We must strictly uphold fairness and neutrality," while also stating, "Administrative services for citizens must not be delayed or discouraged on the grounds of the election law." He added, "While conducting thorough prior legal reviews in the course of project implementation, please actively promote citizen-centered administration while maintaining fairness and neutrality."
