Gyeonggi Province is launching the "Happy Delivery Communication Truck" project, which will purchase and deliver necessary goods on behalf of residents in rural fishing and farming areas where even buying daily necessities has become difficult due to population decline and aging.
The "Happy Delivery Communication Truck" is a new project by Gyeonggi Province this year, designed to address food deserts and welfare blind spots in rural areas and to guarantee the basic right to food.
The project will remodel refrigerated and freezer trucks to load food and daily necessities and drive them into the target areas, where residents will select and purchase the items they need directly from the vehicle.
The project will not be limited to proxy purchasing of goods. When visiting villages, if residents in need of health or welfare support are identified, they will be referred to the welfare department, thereby providing a community-based daily-life welfare service.
This year, Gyeonggi Province will invest a total of 122.4 million won (including 71.68 million won in provincial funds) and conduct the project on a pilot basis in about two locations.
The project participants will receive up to 50 million won per location (including a 20% self-contribution) in facility funding for vehicle purchases and the remodeling of refrigerated and freezer trucks. Operating expenses such as fuel costs and case management fees will also be provided.
Eligible participants are operating entities that purchase and deliver necessary goods in rural fishing and farming areas. Mayors and county heads, nonprofit private organizations, social enterprises, cooperatives, and other related organizations, as well as corporate and individual business operators, may take part. In particular, organizations or businesses operated by young people (aged 19 to 34) will be given priority in the selection process.
To enhance policy effectiveness, Gyeonggi Province plans to prioritize areas facing population extinction and regions designated for the basic income pilot project in rural areas, so that residents in regions at risk of disappearing can actually feel the welfare benefits.
Gyeonggi Province will publicly recruit project participants within this month, select the final participants through municipal and county screening committees in March, and then provide subsidies to the respective municipalities and counties.
Lee Moonmoo, Director of Agricultural Policy at Gyeonggi Province, said, "The Happy Delivery Communication Truck is a meaningful project that guarantees the basic right to food for residents in rural areas where commercial districts have collapsed and builds a social safety net, including the prevention of lonely deaths," adding, "We will do our best to implement the project so that it can provide practical help to the lives of provincial residents."
