Pohang City Council Group Baramgil Presents Policy Blueprint for Coexistence of Offshore Wind Power and Fisheries Industry

Final reporting session on research service held... Proposals for region-specific customized models and introduction of "wind income"

Pohang City Council's council member research group Baramgil (representative councilor Kim Youngheon) concluded its six-month research journey by presenting concrete policy alternatives for the coexistence of offshore wind power generation and the fisheries industry.


Baramgil announced that on the 6th it held a final reporting session on the "Research Service on Pohang City's Renewable Energy Policy and Offshore Wind Power Model Development" in the City Council conference room.

At the reporting session, council members belonging to the research group, relevant Pohang City officials, and representatives of the service provider attended to review the achievements to date.


The reporting session presented as key outcomes: an analysis of domestic and international offshore wind power policy trends; an analysis of fishing characteristics and expected damage by sea area in Pohang City (Nam-gu and Buk-gu); the results of interviews with fishers and the collection of expert opinions; and models for the coexistence of offshore wind power and the fisheries industry, along with measures for sharing benefits with local residents.


The core of this study is a differentiated site review that reflects the varying fishing characteristics of each sea area in Pohang City.


Taking into account the geographical characteristics and differences in main fish species between Nam-gu (Guryongpo and Janggi) and Buk-gu (Songra, Cheongha, and Heunghae) in Pohang, the research team stressed that for the Buk-gu area, site selection should focus on minimizing damage to set net fishing and mixed aquaculture operations, while for the Nam-gu area, it is necessary to prepare measures to address the disruption of fishing routes and noise damage caused by high fishing density.


In addition, in line with the central government's recent "Offshore Wind Power Infrastructure Expansion and Deployment Plan," the team proposed utilizing Yeongilman Port as a support port for offshore wind power, as well as introducing a standard model for "wind income (energy pension)" under which local residents participate in the project and share its profits.


Representative councilor Kim Youngheon stated, "This research goes beyond the simple deployment of renewable energy and is the result of deep consideration of how offshore wind power can harmoniously coexist with the fisheries industry, which forms the foundation of Pohang," adding, "We at the council will also do our utmost to ensure that the various policy proposals presented at the reporting session are actively reflected in municipal administration so that Pohang City can achieve both carbon neutrality and revitalization of the local economy."
