The Seoul Metropolitan Government announced on the 5th that, at the 2nd Urban Planning Committee meeting, it newly designated roads in six resident-proposed Moataun application areas (three in Seongbuk-gu, two in Jungnang-gu, and one in Eunpyeong-gu) as land transaction permission zones.
This measure is intended to fundamentally block private-road share transactions, in which shares of privately owned alleyways within development project areas are split and sold to multiple buyers. The designation period will run for five years, from February 17, 2026 to February 16, 2031.
Once an area is designated as a land transaction permission zone, prior approval from the head of the competent district office is mandatory before concluding any contract to transfer or establish ownership or superficies rights for land shares exceeding 6 square meters in residential areas or 15 square meters in commercial areas.
The city also adjusted the land transaction permission zones in the Mia-dong 159 area of Gangbuk-gu and the Hong-eun-dong 8-400 area of Seodaemun-gu, which are housing redevelopment zones under the Expedited Integrated Planning scheme, by excluding land that was removed due to changes in the district boundaries.
