Paju City in Gyeonggi Province has completed the establishment of the ‘Multicultural Specialized Together Care Center’ utilizing unused space within Sinsan Elementary School in the Gwangtan-myeon area, where multicultural families are concentrated, as part of its Education Development Special Zone project. The center will begin full-scale operations starting in March, aiming to minimize gaps in childcare services in the region.

At Sinsan Elementary School in Gwangtan-myeon, approximately 35% of the student body consists of multicultural students, leading to ongoing calls for tailored education and care support for multicultural children. In particular, following residents’ requests for the establishment of a Together Care Center raised through the Gwangtan-myeon On-site Mayor’s Office in 2025, the city decided to create a multicultural specialized Together Care Center that reflects local demand.


The newly established Together Care Center utilizes three unused classrooms on the third floor of the annex at Sinsan Elementary School in Gwangtan-myeon. It is the first Together Care Center in the city to be installed within a school. The center aims to build a stable local care infrastructure through customized education and care programs tailored to the needs of multicultural children.


Paju City completed the selection of an entrusted operating agency in December 2025 and plans to begin providing multicultural specialized care services in March, targeting around 25 elementary school students aged 6 to 12. The services will include Korean and bilingual education, cultural adaptation, and other programs designed for multicultural children.


In particular, the center will be operated in conjunction with the existing school care classrooms at Sinsan Elementary School to efficiently distribute care demand by grade and student characteristics. The school care classrooms will primarily serve lower grades (grades 1-2), while the Together Care Center will focus on upper grades (grades 3-6) and children exceeding the capacity of the school care classrooms. This approach is intended to prevent overlap in care recipients and minimize blind spots in childcare provision.


Furthermore, together with the Book Culture Specialized Neulbom Hub Center established at Gyoha Library in November 2025, the creation of this Multicultural Specialized Together Care Center is expected to further strengthen the Paju-style care system that reflects the unique characteristics of the region.


A Paju City official stated, “The Multicultural Specialized Together Care Center will serve as a key hub to address care gaps in the old downtown area of northern Paju and support the healthy growth of multicultural children. We will continue to strengthen our commitment to responsible care and realize ‘Paju, a family-friendly city where life is happy.’”
