Seoul Designates Three New Moa Town Project Sites as Land Transaction Permission Zones

66 Sites Designated Including 3 Newly Added Areas
Jungnang, Gangnam, and Mapo Project Sites Included

The Seoul Metropolitan Government has designated a total of 66 sites, including three Moa Town project areas, as Land Transaction Permission Zones. This measure is intended to preemptively block speculative demand fueled by development expectations.


On December 11, the city announced that it held the 18th Urban Planning Committee meeting and newly designated or re-designated three Moa Town candidate sites and 63 previously selected sites for expedited integrated planning and public redevelopment as Land Transaction Permission Zones (LTPZ).

The newly designated sites include one location each in Jungnang-gu, Gangnam-gu, and Mapo-gu, which were proposed by residents as candidates for Moa Town integrated review. In these areas, the LTPZ designation was applied specifically to roads in order to prevent speculative transactions involving shares of private roads.


For the 63 existing sites-comprising eight public redevelopment sites and 55 expedited integrated planning redevelopment and reconstruction sites-whose designation periods are set to expire, the city has re-designated them as LTPZ until January 28, 2027, to prevent the inflow of speculative demand.


Among these, for the Guro-gu Gung-dong 213-27 area, which is an expedited integrated planning housing redevelopment zone, the LTPZ boundaries were adjusted to exclude land removed due to changes in the district boundary. The boundaries for three previously designated Moa Town project sites were also revised due to reasons such as securing access roads and regularizing district boundaries. The designation period for these areas remains unchanged.


Once an area is designated as an LTPZ, any transfer or establishment of ownership or superficies rights for land shares exceeding 6 square meters in residential areas or 15 square meters in commercial areas requires prior approval from the head of the relevant district office.


Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, "Despite recent sharp fluctuations in the housing market, the risk of excessive speculative demand driven by development expectations remains. We will strengthen real estate market monitoring and take preventive measures to protect genuine homebuyers and eradicate speculation."
