A policy seminar to analyze the current status of work-family balance policies in public institutions and to review improvement measures will be held on December 5 in Meeting Room 2 of the National Assembly Members’ Office Building.
This seminar, hosted by the office of Assemblywoman Jin Sunmi of the Democratic Party of Korea and organized by the National Institute for Policy Studies, aims to analyze the effectiveness and limitations of work-family balance policies adopted by public institutions, identify and share best practices, and lay the foundation for their dissemination to other organizations. On December 4, Jeong Haebang, Chairman of the National Institute for Policy Studies, stated, "Korea's total fertility rate dropped to 0.72 in 2023, the lowest in the world, so work-family balance policies must be further activated to address low birth rates. This seminar was planned to develop institutional improvement measures to address issues in the field."
The keynote presentation will be delivered by Hong Seokcheol, Professor of Economics at Seoul National University. Professor Hong will propose establishing a quantitative evaluation system in public institutions to promote a work-family balance culture, including the usage rates of annual leave, parental leave, and flexible work arrangements, fairness indices among job categories, and changes in recruitment and turnover rates.
The panel discussion will be chaired by Lee Bokshil, Vice President of the National Institute for Policy Studies (former Vice Minister of Gender Equality and Family), with panelists including Hwang Jaegyu, Head of Talent Management at Korea Credit Guarantee Fund; Kim Jeongbin, Head of ESG Innovation Management at Korea Rural Community Corporation; Song Moonseok, Head of Human Resources at Korea Housing Finance Corporation; and Song Mina, Director of Work-Life Policy Coordination at the Presidential Committee on Ageing Society and Population Policy. Hwang will emphasize the need to improve substitute work allowances and replacement hiring systems for parental leave, while Kim will propose the creation of guidelines and financial support for establishing and operating joint workplace childcare centers.
Assemblywoman Jin Sunmi stated, "The issues discussed are expected to serve as a practical foundation for future institutional design and legislative improvements."
