Ulsan City Ready for Next Year... Secures Total Budget of 2.7754 Trillion Won for 2026

An Increase of 172.5 Billion Won from Last Year
86 New Projects Totaling 154.8 Billion Won

"Has Ulsan City's treasury grown to a record size?"


On December 2, Ulsan City announced that, following the National Assembly's approval of the government's 2026 budget, it has secured a record-breaking national budget allocation of 2.7754 trillion won.


This represents an increase of 172.5 billion won, or 6.6% compared to the previous year. Notably, 86 new projects aimed at securing future growth engines, including those related to artificial intelligence (AI), have been newly included, totaling 154.8 billion won.

Major new projects by sector include, in the jobs and industry sector: 7 billion won for the region-led AI Transformation Project; 6.4 billion won for the development of a carbon-zero underwater data center standard model; 2 billion won for the establishment of the Ulsan Petrochemical AX Demonstration Industrial Complex; 5 billion won for the development and demonstration of AI-specialized ship platforms and applications; 2.2 billion won for the establishment of a hydrogen engine and equipment land demonstration platform; and 500 million won for the creation of a shipbuilding and marine-specialized startup park. In the roads and social overhead capital (SOC) sector: 4.7 billion won for the construction of a hydrogen transportation complex base; 1.8 billion won for the expansion of the access road to Ulsan High-Tech Valley (Section 3); 600 million won for the expansion of Ulsan's Onsan industrial water supply system; 800 million won for the Beautiful Street Creation Plus Project; and 800 million won for the Smart Village Distribution and Expansion Project. In the culture, tourism, and sports sector: 100 million won for the construction of the Bangucheon World Petroglyph Center; 200 million won for the construction of a canoe slalom stadium; 1 billion won for the Southeastern Marine Leisure Tourism Hub Project; 350 million won for the Regional Autonomous Sports Activity Support Project; and 150 million won for the Regional Webtoon Artist Training Project. In the safety and environment sector: 740 million won for the construction of a metropolitan recyclable public sorting facility; 650 million won for the Duseo Jeongto Natural Disaster Risk Improvement Project; 1 billion won for the Ulsan Taehwa Riverside Tourism Experience Activation Project; and 250 million won for the creation of the Ulsan Eco-Friendly Wooden Observatory. In the health and welfare sector: 20 billion won for the opening and operation of a public hospital specializing in industrial accidents; and 6.9 billion won for supporting the final treatment capacity (facilities and equipment) of regional responsibility medical institutions.

Ongoing projects include, in the jobs and industry sector: 60.3 billion won for the Regional Innovation-Centered University Support System (RISE) Project; 29.4 billion won for the Digital Innovation Transition Project for the Automotive Parts Industry; 12.5 billion won for the development of core technologies for the Korean Urban Air Mobility Safety Operation System; and 4.8 billion won for the construction of the National Ulsan Carbon Neutrality Science Museum. In the roads and social overhead capital (SOC) sector: 28.2 billion won for the construction of the Ulsan Outer Ring Expressway; 9.35 billion won for the construction of the Nongso-Gangdong road; 36 billion won for the construction of Ulsan Urban Railway Line 1; and 22.5 billion won for the construction of the Nongso-Oedong national road. In the culture, tourism, and sports sector: 6.8 billion won for the Southern Region Metropolitan Tourism Development Project (Phase 1); 200 million won for the repair and maintenance of the Ulsan Gyeongsang Left Province Byeongyeongseong Fortress; 1.68 billion won for the creation of the Bangudae Area Historical and Cultural Trail (Phase 1); and 1 billion won for the construction of the Munsu Indoor Tennis Court. In the safety and environment sector: 27.1 billion won for the supply of electric vehicles; 9.9 billion won for the reconstruction of Seongam Incinerator Units 1 and 2; 3.8 billion won for the 2028 International Garden Expo; and 7 billion won for the creation of a climate-responsive urban forest. In the health and welfare sector: 57 billion won for parental allowances (infant subsidies); and 78.1 billion won for the construction of a public hospital specializing in industrial accidents.


Mayor Kim Dukyum stated, "Securing the largest-ever national budget for Ulsan City next year is the result of the seeds sown since the launch of the 8th popularly elected administration and the cooperation of the local political community. With the national budget secured for 2026, we will chart a new future for Ulsan as the capital of artificial intelligence (AI)."
