Draft Industrial Complex Plan and Impact Assessments Released by LH and Gyeongbuk Development Corporation
Gathering Feedback from Local Residents

The plan to establish a hydrogen industrial complex based on nuclear power is now fully underway, marking the start of the first direct communication with the local community.


Uljin County in North Gyeongsang Province will hold a joint briefing session for the "Uljin Nuclear Hydrogen National Industrial Complex Development Project" on December 10 in the conference room of the Jukbyeon-myeon Office.


This joint briefing session will be hosted by LH and the Gyeongbuk Development Corporation, the project implementers, and attended by officials from Uljin County and the consulting firms. The event will include explanations of the draft industrial complex plan, preliminary environmental, transportation, and disaster impact assessments, infrastructure plans, and the project schedule, followed by a Q&A session with local residents.


The Uljin Nuclear Hydrogen National Industrial Complex is planned to be developed on a 1,448,600-square-meter (approximately 440,000-pyeong) site in Hujeong-ri, Jukbyeon-myeon. With a total project cost of 433.4 billion won, the complex will establish a large-scale hydrogen production base linked to nuclear power plants. It is expected to significantly boost the competitiveness of domestic industries, strengthen national energy security, and revitalize the local economy.


LH submitted the application for industrial complex plan approval to the Ministry of Land, Infrastructure and Transport on November 28, 2025. The project aims for approval and public notice in 2026, commencement of compensation in 2027, construction to begin in 2028, and completion by 2033.


Noh Yongseong, Head of the Hydrogen National Industrial Promotion Team, stated, "This joint briefing session is an important process to transparently disclose the key details of the industrial complex development to the residents and to listen to their opinions. The interest and participation of the residents are essential for the Uljin Nuclear Hydrogen National Industrial Complex to become a future growth engine for the region."


Materials such as the draft industrial complex plan and preliminary impact assessments will be available for review during the designated period at the Hydrogen National Industrial Promotion Team at Uljin County Office, the Jukbyeon-myeon Office, and the LH Daegu-Gyeongbuk Regional Headquarters.
