The Munhwa Nuri Card is a public benefit program funded by the Lottery Fund of the Lottery Commission under the Ministry of Economy and Finance. It supports cultural arts, domestic tourism, and sports activities for basic livelihood security recipients and low-income groups aged six and above. In 2025, each person will receive 140,000 won per year.

The card can be used at more than 34,000 affiliated locations nationwide related to culture, arts, tourism, and sports. It is accepted not only at offline merchants but also for non-face-to-face payments such as online and phone orders. Applications can be made by visiting a local community center, or through the Munhwa Nuri Card website and mobile application.

An official in charge of the ARKO project said, "The Munhwa Nuri Card is an important subsidy that helps people who have difficulty accessing cultural activities due to financial reasons to enjoy a variety of cultural and leisure experiences. We hope everyone will obtain the card before the deadline and enjoy a richer cultural life."

Any unused balance on the Munhwa Nuri Card after the usage deadline will be automatically returned to the national treasury.
