Osan City in Gyeonggi Province will implement a large-scale organizational restructuring to ensure stable fiscal management and respond to urban expansion.

원본보기 아이콘On November 25, Osan City announced that it will carry out an organizational restructuring centered on the establishment of the Planning and Finance Bureau, effective January 1 next year. With this restructuring, the city's organization will expand and reorganize from 5 bureaus, 3 offices, and 24 divisions to 6 bureaus, 2 offices, and 27 divisions.
The city explained that the purpose of this restructuring is to realign functions in response to changes in the administrative environment and to enhance the expertise and efficiency of administrative services. The city added that it has reflected complex administrative demands, including the overall expansion of urban living infrastructure, climate and environmental changes, and increased demand for welfare and safety services.
A city official stated, "Until now, Osan City has maintained a minimal organizational structure, but the need for expansion has been consistently raised due to accumulated factors such as population growth, changes in social and economic structures, increased standard labor costs, and stagnation in civil servant promotions. In particular, the increase in heavy rainfall, aging infrastructure, and the need to strengthen environmental and river management have led to the inevitable reorganization of functions."
With the restructuring, the existing Planning and Budget Office will be abolished and a new Planning and Finance Bureau will be established. The new Planning and Finance Bureau will consist of four divisions: the newly established Planning and Budget Division, as well as the Accounting Division, Collection Division, and Taxation Division, which were previously under the Autonomous Administration Bureau.
This measure is intended to integrate the existing planning, budgeting, organizational, revenue, and expenditure functions to strengthen consistency in fiscal management and enhance policy planning capabilities. Through this, the city aims to proactively respond to increasingly complex fiscal structures and changes in central government policies.
The Autonomous Administration Bureau will be composed of the Autonomous Administration Division, Civil Affairs and Passport Division, as well as the Land Information Division (formerly under the Urban Housing Bureau) and the Data Policy Division (formerly the Information and Communications Division under the Citizen Safety Bureau).
The Regional Economy Division of the Economic and Cultural Bureau will be subdivided into the Public Economy Division and the newly established Corporate and Jobs Division. The Ecological Park and Green Space Division under the Environmental Projects Office will also be split into the Urban Park Division and the newly established River Green Space Division. The new Corporate and Jobs Division will integrate corporate support and employment policies, and will be responsible for strengthening the foundation for corporate attraction and job creation.
The team structure will also undergo significant changes, with a total of 11 new or reorganized teams in areas such as road facilities, river policy, disaster response, integrated care, and mental health.
The restructuring also includes an adjustment of 25 staff positions. In particular, the Safety Policy Division will increase its disaster response personnel to strengthen the response system against the rise in natural disasters caused by the climate crisis.
Lee Gwonjae, Mayor of Osan City, stated, "This restructuring is a reorganization of the administrative system to proactively respond to the changing policy environment," adding, "We will continue to supplement our organization and personnel to enhance citizen safety and quality of life."
