Seoul to Supply 3,867 Units Across Seven Moa Housing Projects in Geumcheon, Gangbuk, and Jungnang Districts [Real Estate AtoZ]

Project Plans Finalized for Seven Areas Including Beom-dong and Sihung-dong
Tenant Compensation to Be Applied in Four Junghwa-dong Projects

The Seoul Metropolitan Government has finalized the project implementation plans for seven Moa Town areas in Sihung-dong, Geumcheon-gu; Beom-dong, Gangbuk-gu; and Junghwa-dong, Jungnang-gu, supplying a total of 3,867 housing units.


On November 18, the Seoul Metropolitan Government announced that the 17th Integrated Committee for Small-Scale Housing Redevelopment had approved seven projects, including the "Moa Housing Project in 1005 Sihung 3-dong, Geumcheon-gu."


The approved project sites are as follows: the area around 1005 Sihung 3-dong, Geumcheon-gu; the area around 458-2 Beom-dong, Gangbuk-gu; the area around 471-118 Beom-dong, Gangbuk-gu; the area around 329-38 Junghwa-dong, Jungnang-gu; the area around 329-28 Junghwa-dong; the area around 327-1 Junghwa-dong; and the area around 317-64 Junghwa-dong. All of these are Moa Housing projects.

473 Units in 1005 Sihung 3-dong... 1,099 Units Also Supplied in Beom-dong Area 2

The area around 1005 Sihung 3-dong, Geumcheon-gu, will supply a total of 473 units across seven buildings, including 95 rental units. The project's profitability has been enhanced by easing the floor area ratio requirements in exchange for building rental housing for more than 20% of the total units. This area, a hilly region densely packed with aging buildings and previously difficult to redevelop, can now be developed simultaneously with the adjacent Moa Housing project (around 943 Sihung-dong, Geumcheon-gu) following this approval.


The complex will be designed with an east-west open axis to provide views of Hoam Mountain and will feature an arched skyline. An eco-friendly facade design will be applied, including open balconies and solar panels. The elevation differences in the hilly terrain will be used to create shared community facilities and a central courtyard. Along Sihung-daero 36-gil, neighborhood living facilities and an open shared-use facility (such as a study cafe) are planned.

In Beom-dong Area 2 (the area around 454 Beom-dong, Gangbuk-gu), two Moa Housing complexes are planned, supplying a total of 1,099 units (including 266 rental units), an increase of 256 units over the original plan of 843. The area was designated as a Moa Town in January 2024, and three Moa Housing projects are currently underway. The Moa Housing complexes in the area around 458-2 and 471-118 Beom-dong will consist of 12 buildings, with three basement levels and 29 above-ground floors. More than 10% of the total units will be rental housing. The projects apply the "Moa Housing Project Implementation Plan Criteria," which includes eased floor area ratio requirements for installing infrastructure and shared-use facilities, as well as the adoption of superior apartment design standards.


To address the severe issues of narrow roads and parking shortages, road widths will be expanded from the existing 6 meters to 8-12 meters. Plans have been established to create safe school routes, such as designating no-entry zones for vehicles around Susong Elementary and Middle Schools. Along the banks of the Ui Stream, the lower floors will be allocated for street-activating uses to revitalize the waterfront area.

The Moa Town in the area around 329-38 Junghwa-dong, Jungnang-gu, will see four Moa Housing projects approved simultaneously, supplying a total of 2,295 units, including 453 rental units. The project sites are located near Junghwa Station on Subway Line 7 and close to the Jungnangcheon Stream. On November 14, 2024, six sites in Junghwa-dong were officially designated as Moa Town management areas for project promotion.


The Moa Housing project in the area around 329-38 Junghwa-dong will consist of six buildings, with three basement levels and 35 above-ground floors, supplying 559 units (including 106 rental units). The Moa Housing project in the area around 329-28 Junghwa-dong (Zone 2-2) will also have six buildings, with three basement levels and 35 above-ground floors, supplying 557 units (including 110 rental units). These two complexes will enter into a building agreement, allowing for the relaxation of building sunlight regulations, integrated basement construction, and relaxed open space requirements within the site, thereby improving space utilization and enhancing connectivity between the complexes.


The Moa Housing project in the area around 327-1 Junghwa-dong (Zone 2-3) will consist of seven buildings, with three basement levels and 35 above-ground floors, supplying 644 units (including 145 rental units). A community street linked to Taereung Market’s specialty street and a rest area facing Jungnangcheon-ro will be created to improve the pedestrian environment. The Moa Housing project in the area around 317-64 Junghwa-dong (Zone 2-5) will consist of eight buildings, with three basement levels and 29 above-ground floors, supplying 535 units (including 92 rental units).


All four Moa Housing projects will benefit from eased floor area ratio requirements for building more than 10% of the total units as rental housing, providing tenant compensation, and installing infrastructure. The zoning will also be upgraded from Type 2 General Residential (up to 7 floors) to Type 3 General Residential. Open shared-use facilities (such as public senior centers) and neighborhood living facilities will be expanded along the community street adjacent to Zones 2-2, 2-3, and 2-5, making them accessible to local residents. Public parking lots will also be established.


This plan proactively prevents relocation conflicts by applying tenant compensation within Moa Town. The specific compensation plan for tenants will be finalized at the time of project implementation approval, following a survey of current tenants and consultation on the compensation plan. The Seoul Metropolitan Government stated, "With the simultaneous approval of four Moa Housing project implementation plans following the designation of the Moa Town management area, we expect to revitalize the surrounding area and improve local conditions into a pleasant residential environment."
