The Seoul Metropolitan Government announced on November 18 that it is planning to establish a "Specialized Inspection Team for Construction Subcontracting" composed of experts in the construction sector to eradicate illegal subcontracting practices.
This year, the city will form an inspection team consisting of 61 experts in fields such as architecture, construction management, construction safety, and labor affairs, with the aim of conducting thorough and effective inspections. Next year, the city plans to carry out joint inspections with this team at 100 maintenance and demolition sites across the city, in order to prevent safety accidents at private construction sites that are at higher risk of incidents.
The city is also promoting the "Subcontract Agreement Adequacy Review Support Project," which allows private construction project clients to receive advice from construction experts, such as construction engineers, when requesting support for subcontract agreements. The advisory services cover the appropriateness of subcontractor qualifications, the adequacy of subcontract amounts, and the construction capabilities of subcontractors. Support can be requested through the relevant district's Construction Safety Center or the Architecture Division.
In addition, since this year, the city has been providing training to executives of maintenance project associations to improve awareness of fair subcontracting practices. The city is guiding these associations so that they can voluntarily fulfill their obligations as responsible managers, preventing poor construction and fostering a safe construction environment.
Going forward, the city plans to regularly conduct one or two training sessions every half-year for maintenance project association executives to improve awareness of fair subcontracting in construction projects. This is aimed at establishing a culture of fair subcontract agreements and strengthening the capabilities of association executives, ensuring thorough management in these areas.
Kim Seungwon, Director of Construction Technology Policy at the Seoul Metropolitan Government, stated, "Through the formation and operation of the specialized inspection team for construction subcontracting, we will conduct thorough inspections of subcontracting practices and do our utmost to realize a 'Zero Faulty Construction Seoul' by preventing poor construction and establishing a construction safety culture in which citizens can feel secure."
Meanwhile, from March last year to September this year, the city completed inspections of 336 private construction sites suspected of illegal subcontracting, including those in autonomous districts. Of these, 47 violations were identified at 38 sites, and administrative actions or requests for disposition have been made to the relevant construction business registration authorities.
