The controversy surrounding the price ceiling system for pre-sale homes is once again intensifying in the real estate market. Although the system was introduced to protect genuine homebuyers and stabilize the market, it has failed to fully reflect rapidly changing market conditions such as rising construction costs and increased labor expenses, leading to various side effects. In some redevelopment project areas, there has been a growing number of cases where bids for construction companies have fallen through or projects have been delayed due to declining profitability, which in turn has resulted in lower housing quality and increased consumer dissatisfaction.


As profitability declines, construction companies are seeking various ways to compensate for insufficient earnings. There has been a noticeable increase in the costs for balcony expansions and paid options, and in many cases, the level of finishes and materials is being downgraded to meet the price ceiling. As a result, consumers feel that the sale prices are high while the quality of the homes is low, leading to an overall decline in satisfaction.


Consequently, the intended effect of the price ceiling system in alleviating the burden of home purchases has diminished, and paradoxically, the burden on consumers has actually increased. Moreover, another side effect of the system is the phenomenon of "lottery subscriptions," where excessive competition arises due to sale prices being set below market value.


With these various issues of the price ceiling system coming to the fore, complexes that stand out for their high level of design and product quality are drawing the attention of genuine homebuyers, especially as the limitations in product appeal become more apparent in many developments.

Hyosung Heavy Industries' "Harrington Place Pungmu" is being developed on Blocks 1 to 3 of the Pungmu Yangdo District Urban Development Project in Gimpo, comprising a total of 18 buildings and 1,769 units. The model home is located in the Pungmu-dong area of Gimpo, Gyeonggi Province.
