This meeting was organized to explore ways to efficiently execute and manage the budget, as well as to secure national and provincial funds, in light of increasingly complex budget review procedures by the central government and Gyeonggi Province, and the strengthening of subsidy project management standards.

On this day, key department heads from the city attended to closely review the execution rates, progress, challenges, and future plans for 17 major national and provincial subsidy projects, including the Cheongseongsan Comprehensive Development Project, which is a core initiative of the 8th popularly elected administration. Additionally, based on the 119.8 billion won in national and provincial subsidies secured through the 2025 public contest projects, they discussed strategies for securing additional funds in 2026 and response directions for each project.

In particular, the city plans to actively apply the "Department Head Responsibility System," a key administrative innovation policy of the 8th popularly elected administration, to address internal issues such as budget execution delays, administrative procedure complexity, and workforce shortages. These factors will be reflected in performance evaluations for each department. Through this, the city aims to strengthen accountability in project implementation and establish a prompt execution management system.

Furthermore, for disruptions caused by external factors such as contractor bankruptcies or delays in land compensation, the city will seek solutions through close interdepartmental cooperation and consultation with experts in each field. Regular on-site inspections will also be institutionalized to accelerate project progress.

Deputy Mayor Kim Jonghun stated, "This meeting was convened to review the substance of fiscal operations, which is the essential function of municipal administration, following our full-scale response to disasters such as erroneous bombing incidents and flood damage. We will focus our administrative capacity on supplementing underperforming projects and preemptively blocking unused funds, so that we can quickly deliver tangible results that citizens can truly feel."
